Politiques de subventions aux engrais au Burkina Faso : une comparaison des impacts par mode de financement à l’aide d’un modèle d’équilibre général calculable

Abstract

Depuis 2008, le Burkina Faso est engagé dans un vaste plan de dépenses de subvention des intrants et équipements agricoles pour accroître la productivité agricole et réduire la pauvreté. Or, le pays a une marge de manœuvre financière limitée. Nous utilisons un modèle d'équilibre général calculable couplé avec un modèle de microsimulation pour évaluer les impacts de la politique de subvention sur la production agricole et la pauvreté selon trois modalités de financement. Les résultats montrent que cette politique est bénéfique à la croissance agricole et à la baisse de la pauvreté. Financer cette subvention par l'impôt sur le revenu des firmes réduit davantage la pauvreté des ménages ruraux. Classification JEL : C68, Q18, O13, I32, O55
