Abstract

Ce chapitre entend rendre compte des dynamiques foncières en Afrique subsaharienne dans le contexte d'une urbanisation massive, rapide et diffuse. Dans la première section, il se concentre sur le devenir des communs de la terre et des ressources naturelles étudiés au chapitre 2 lorsqu'ils s'inscrivent plus spécifiquement dans les périphéries des agglomérations urbaines, y compris dans leurs franges rurales où certaines parties prenantes anticipent l'avancée du front urbain. Dans la deuxième section, il met en lumière l'émergence de nouveaux communs pour l'accès au logement des populations précaires ainsi que des classes moyennes en l'absence de politiques de logement social, alors que les possibilités d'accès au sol pour le logement en ville se resserrent sous l'effet de l'augmentation des prix fonciers et de la valorisation financière croissante du sol urbain. Enfin, dans la troisième et dernière section, nous discutons du renouvellement de l'action publique visible et souhaitable face à ces défis fonciers.
