Abstract

Cet article vise à estimer à partir de données françaises l'effet d'une protection de l'emploi spécifique à l'âge sur le taux de formation des travailleurs en fin de carrière. Nous nous appuyons sur l'expérience française de la taxe Delalande, qui de 1987 à 2008, était due par toute firme qui licenciait un travailleur senior. Nous exploitons un changement de barème de cette taxe en 1999 qui n'a concerné que les entreprises de plus de 50 salariés, et nous adoptons une approche par double différence combinée avec une méthode d'appariement sur le score de propension. Nous montrons que cette réforme a fortement augmenté le taux de formation des travailleurs âgés de 45-49 ans, soit juste avant l'âge seuil de la taxe Delalande.
