La politique industrielle de l’UE face à son décrochage technologique

Abstract

Depuis le début des années 2010, l'Europe a subi un décrochage technologique dans un ensemble d'activités, notamment les batteries électriques, la 5G, l'intelligence artificielle et l'économie de plateforme. Une politique industrielle européenne obnubilée par le principe de libre concurrence n'a pas permis d'anticiper, ni d'accompagner les nouveaux enjeux géopolitiques liés à la rupture technologique chinoise. L'UE a lancé au milieu des années 2010 un ensemble d'initiatives visant à combler ce retard technologique. Mais ces initiatives viennent buter sur l'hétérogénéité de l'UE et les intérêts divergents des États membres, de sorte qu'une véritable politique industrielle stratégique menée au niveau européen semble hors de portée.
