Abstract

Disarmament has often been associated with the idea of a 'peace dividend'. However, a process of drastically reducing military spending often leads to economic recession, even if other public expenditures are made to compensate. The capital of the arms industries has often become obsolete, because their reconversion into the civilian domain is not economically possible given the economic competition. In the long term, for an equivalent level of security, peace offers greater prospects for economic growth, but one must first take into account the sectoral or regional crises that will appear in the short term. The relationship between technological innovation and military R&D proved to be very strong in the economic development of the Cold War. Diversified economic policies are therefore needed to promote the competitiveness of companies and avoid underemployment.
