Abstract

Le cadre analytique développé permet d'analyser les conséquences liées à l'introduction d'un siphon sur les quantités transférées dans un marché de quotas. Un siphon est un prélèvement en nature sur les volumes échangés pour redistribution à des producteurs prioritaires ou aux entrants dans la branche. Les auteurs développent un modèle micro-économique de comportement du producteur en régime de quotas échangeables à partir duquel il est possible de dériver les fonctions d'offre et de demande de quotas au niveau de l'industrie. Différentes options pour le siphon sont ensuite analysées en termes d'effets prix, quantités échangées et variations de bien-être des producteurs. L'application porte sur les quotas laitiers en France pour l'année 1991.
