Abstract

La question du désarmement pour le développement n'a pas toujours été étudiée avec soin par les économistes, souvent obnubilés par le dilemme entre le beurre et le canon. Or, l'effort militaire a parfois contribué à favoriser le développement économique des pays dominants (colonialisme, esclavage). La guerre été parfois un facteur de richesse. Les dépenses de défense s'avèrent plus ou moins utiles pour la croissance, selon qu'elles promeuvent une recherche-développement et des infrastructures utilisables dans le secteur civil. Cependant, pour l'ensemble de l'économie mondiale, les dépenses militaires constituent un fardeau, notamment lorsque les systèmes économiques sont antagonistes. Les réflexions marxistes conduisent aussi à souligner que si le développement économique est sans doute facteur de paix à long terme, celle-ci ne sera jamais réelle sans la disparition du capitalisme.
