Cobertura, oportunidades y percepciones sobre la educación inclusiva en el Perú

Abstract

La literatura nacional muestra que la cobertura educativa de la población con discapacidad es menor que la de la población en general, y que las oportunidades educativas son menores que las de sus pares. Así, el derecho a la educación de este grupo es aún limitado. Este estudio contribuye a enriquecer la información sobre las fortalezas y los retos de la implementación de la educación inclusiva en el Perú. A través de un diseño mixto, se analizó la Primera Encuesta Nacional Especializada sobre Discapacidad (ENEDIS) y se llevaron a cabo entrevistas con diferentes actores clave en dos regiones del Perú. Se encontró que solo el 52% de las personas de 3 a 18 años con discapacidad acceden al sistema educativo. Los entrevistados perciben que existen múltiples barreras que dificultan el acceso a la educación inclusiva —vinculados a infraestructura, materiales y otros—, pero la principal parece ser el factor humano, sobre todo relacionada con las habilidades de los docentes de educación básica regular.
