Abstract

Il est bien connu, que dans une Union Monetaire, l'apparition de chocs asymetriques reduit le bien-etre des pays membres. Nous distinguons entre des chocs transitoires asymmetriques et des asymetries structurelles; nous etudions deux possibilites pour reduire le cout de chocs asymetriques: que la Banque Centralde de l'Union Monetaire n'ait pas une fonction objectif base sur la valeur moyenne ponderee des grandeurs qu'elle surveille (inflation, production...) dans l'union, mais utilise une moyenne ponderee des fonctions-objectif des pays de l'Union; l'utilisation de politiques budgetaires coordonnees.
