Abstract

Como en todos los mercados, la realidad de los mercados de vivienda es fruto tanto de la contratación de los agentes económicos como de las restricciones legislativas y regulatorias, de origen político, que limitan su libertad contractual. Esta interacción del mercado y la política hace difícil atribuirles a ambos las responsabilidades que sin duda comparten por su funcionamiento, a menudo deficiente.
