Idea-Native Architecture: Treating Meaning as a First-Class Governable Object

Contemporary institutions struggle to preserve purpose and intent as assets, authority and responsibility move across organisational, legal and temporal boundaries. In domains as varied as public knowledge institutions and finance, governance is typically embedded within transactional or documentary containers, causing meaning to fragment or decay under transfer. This paper identifies a shared structural failure across institutional systems: container-centric governance cannot maintain semantic continuity under motion. The paper develops a structural account of this failure mode and introduces idea-native architecture as an analytical governance framework in which purpose, intent or meaning is treated as a first-class object — explicitly represented, typed, and linked through provenance-aware relationships — while remaining distinct from storage and execution mechanisms. Drawing on the structural characteristics of public knowledge systems and of capital governance, the analysis shows how this separation supports semantic agency: the capacity of institutions to govern purpose more coherently across changing containers. Rather than proposing new sector-specific instruments, the paper clarifies how explicit representation of meaning alters the conditions of institutional governance. It shows how separating meaning from containers improves interpretability, reduces reliance on reactive oversight, and enables purpose to be traced across institutional change. The paper concludes by outlining implications for institutional design, risk management and future research across information systems, governance and political economy.
