Incidencia Del Gasto Público En Educación: Nueva Evidencia Para La Provincia De Buenos Aires En Base A La Encuesta Anual De Hogares

Abstract

El objetivo de este estudio es analizar y brindar evidencia sobre el impacto distributivo del gasto público social en educación y cultura en la Provincia de Buenos Aires para el año 2010, utilizando para ello la Encuesta Anual de Hogares Urbanas (EAHU) realizada durante el tercer trimestre de ese año por el Instituto Nacional de Estadística y Censos (INDEC). La utilización de esta encuesta constituye el aporte más novedoso del trabajo, puesto que la misma tiene la particularidad de contar con información para localidades de más de 2000 habitantes permitiendo contar con información a nivel del total de la población urbana discriminada por provincia. Utilizando la metodología tradicional (análisis de incidencia-beneficio) para desarrollar este tipo de análisis se obtienen resultados concluyentes. El gasto en educación ejecutado a través del sector público es progresivo y pro-pobre, para los niveles inicial, primario y secundario. Para los mismos niveles, pero dentro de la órbita privada, las erogaciones son consideradas también progresivas, aunque ya no pro-pobre. El resultado agregado de la provisión de educación en estos tres niveles, es claramente progresiva y pro-pobre.
