Generación de empleo en Medellín y apertura económica

Abstract

“La generación de empleo constituye hoy, duda, una de las mayores necesidades y por lo tanto, prioridades y compromisos de la sociedad colombiana y particularmente de la comunidad antioquena. Sin embargo, para convertir en realidad ese propósito, se tiene que reconocer con realismo y crudeza, existen hoy factores negativos que gravitan en el sentido contrario e impiden su cumplimiento. Debe igualmente iniciarse en forma urgente una discusión seria para definir estrategias de corto plazo para alcanzar metas temporales de creación de empleo, cuyo tamano permita al menos disminuir el impacto que tienen sobre el empleo la combinación de los efectos de los programas macroeconómicos que se están desarrollando. Deben, en otras palabras, idearse fórmulas de corto plazo que permitan compensar los impactos recesivos sobre el empleo que se están produciendo por el plan de ajuste macroeconómico y que se producirán por la apertura económica, mientras las bondades del nuevo modelo de desarrollo se vuelven realidades y el crecimiento económico que se deriva de éste, convierte en ciertas las esperanzas.”
