El seguro obligatorio de salud en Colombia: evolución y determinantes de la cobertura

Abstract

En este artículo se presentan los principales resultados de la investigación Cobertura y principales determinantes del régimen contributivo de salud en Colombia. Se parte de una revisión de la teoría y el contexto internacional acerca de la seguridad social, la cual es tomada como un bien meritorio y examinada en términos de su cobertura y de los caminos de reforma que se experimentan en América Latina. Posteriormente, se esboza el marco regulatorio que caracteriza este régimen contributivo y se discuten tres hechos estilizados sobre la estructura y el comportamiento de la cobertura en sus primeros siete años de operación. Se presentan los resultados de un modelo econométrico sobre los determinantes de la cobertura, principalmente el tipo de empleo, el nivel de educación, la ubicación geográfica y el género. El artículo concluye con una discusión de estos resultados, destacándose el agotamiento que presenta el régimen para ampliar la cobertura debido especialmente a la dinámica del mercado laboral.
