Reformas pensionales y costos fiscales en Colombia

Abstract

Este documento describe los principales aspectos del sistema pensional que rige actualmente en Colombia (según la Ley 100 de diciembre de 1993) y presenta simulaciones con un modelo paramétrico del costo fiscal del sistema. El documento analiza los temas principales para una nueva ronda de reformas. Las más importantes tareas que tendría una nueva reforma pensional, además de la definición de financiación de pagos al sistema por parte del sector público ante los problemas fiscales, serían la adopción de un sistema único general con parámetros que guarden un mayor equilibrio entre contribuciones y beneficios y con un reducido periodo de transición; y el ajuste de los sectores actualmente excluidos tendiente a generar mayores ingresos por cotizaciones para pagar sus amplios beneficios, y en lo posible, su inclusión dentro del régimen general. El documento presenta cuantificaciones de los potenciales impactos de varias alternativas de reforma.
