La persistencia de la inequidad y la desigualdad en la educación en Colombia

Abstract

El documento expone cómo la desigualdad y la inequidad en la educación muestran una correlación negativa entre distintos indicadores de pobreza y desempeno de las pruebas Saber 11. Dicha inequidad y desigualdad espacialmente están asociadas a las regiones que votaron a favor del Sí en el Plebiscito por la paz, es decir, las regiones en donde la presencia del Estado ha sido casi nula son las que tienen la esperanza de que el post conflicto los incluya como región en una senda de desarrollo. El artículo argumenta cómo programas como Ser Pilo Paga fortalecen la educación privada y aumentan la inequidad. La educación entendida como un bien común, como un derecho, el “estar bien educado”, y “tener una educación de calidad” implica combinar todos los bienes de mercado y no mercado que permitan de manera el derecho a la educación sea una realidad. ****** This paper shows how inequity and inequality in Colombia system of education have had a negative correlation between various index of poverty and the performance on state tests such as pruebas Saber 11. These inequity and inequality are associated with the poorest regions that voted in favour of Peace Plebiscito, i.e. Regions where there was a constant absence of the State during decades. These regions, which were affected directly by the nonattendance of the State, are the ones hoping for their inclusion in development projects. This paper argues how programs like Ser Pilo Paga enforces private education and increases inequity. Education, as a common good, implies that “been educated” or access to a high-quality education” are common rights that require combining goods and services of market and non-market that permit that the right to be educated can be reached.
