Lecciones de los sistemas del cuidado de Uruguay y Bogotá: diálogo, financiamiento mixto, y georreferenciación

Abstract

This paper analyzes the planning and implementation of the Nacional Integrated Care System (SNIC) in Uruguay and the District Care System (SIDICU) in Bogotá, based on a literature review approach. I find that both systems have promoted the recognition and redistribution of care tasks, that they have integrated collaboration and dialogue with citizens, academia, and other entities, that they have created specific infrastructure and services around their systems, and that they have used a mixed financing model. On the other hand, their differences lie in the type of infrastructure they have built, in the specificities of Bogotá’s georeferencing approach, their level of consolidation, and the budgets they have been assigned. I conclude that the dialogue, the diversity of financing sources, the recognition and the research of care zones could be adaptable characteristics to the National Care System of Colombia.
