Efectos de la reforma estructural arancelaria en la protección efectiva arancelaria de la economía colombiana

Abstract

Como resultado de la coyuntura económica de 2010, el Gobierno Nacional implementó laReforma Estructural Arancelaria en Colombia. Este artículo presenta una estimación de losefectos de tal reforma en el sector agropecuario e industrial, utilizando como medida la Tasade Protección Efectiva arancelaria. Basado en este estimador de la protección, se propone unnuevo indicador para determinar las ramas sobre-protegidas y desprotegidas de laproducción nacional. Los resultados evidencian que la estructura del arancel no es la másconveniente pues el 19% de las ramas es perjudicado por la política arancelaria. Además,el impacto de la Reforma del arancel nominal fue menor al esperado, debido a que nocontempló toda la economía y a una gran brecha con el arancel aplicado. Finalmente semuestra que aún se mantienen sectores excesivamente privilegiados y que el 23% de laeconomía está sobre-protegido, creando incentivos perversos a la innovación tecnológica.
