Efectos de la reforma estructural arancelaria en la protección efectiva arancelaria de la economía colombiana

Abstract

En 2010 el Gobierno Colombiano implementó la Reforma Estructural Arancelaria. Este artículo presenta una estimación de sus efectos en los sectores agropecuario e industrial, utilizando la Tasa de Protección Efectiva arancelaria y proponiendo un nuevo indicador sobre la conveniencia del nivel de protección. La Reforma simplificó la estructura y redujo la dispersión, pero su impacto fue menor al esperado, debido a su limitado alcance y a una gran brecha entre el arancel nominal y el aplicado. Finalmente, se muestra que persisten sectores excesivamente privilegiados, el 23 % de la economía sigue sobre-protegido, mientras un 19 % se ha visto perjudicado.
