La mortalidad y desnutrición infantil en La Guajira

Abstract

Los fallecimientos de ninos wayuu asociados a la desnutrición son actualmente motivo de preocupación nacional. Más allá de la discusión mediática, es importante revisar la realidad social y económica de La Guajira. Sus características estructurales complican la seguridad alimentaria en el territorio, sobre todo en la Alta Guajira. El debate ha enfatizado el mal manejo de los recursos por los guajiros, pero la problemática se origina en múltiples factores. La Guajira es un departamento con condiciones geográficas que dificultan la producción agrícola, con una población rural dispersa y un atraso histórico en las condiciones sanitarias y el acceso a agua potable. Posee una economía de frontera, que históricamente ha desarrollado intercambios con el Gran Caribe y Venezuela, con una baja integración a los circuitos económicos nacionales. Entender estos factores debe ocupar también un lugar en la discusión pública, para lograr que se propongan soluciones estructurales. ******ABSTRACT: The decease of wayuu children by causes associated to undernourishment is currently a national public concern in Colombia. The media has emphasized the corruption of local authorities and private intermediaries in the management of public resources. This document discusses other structural factors in La Guajira, whose improvement will require a long term assessment, especially in the region of “Alta Guajira”, located in a desert in its northern end. This region has a scarce agricultural production because of its geographical features, but also a very disperse rural population that has historically presented low sanitary conditions and access to drinkable water. The economy of the region depends deeply on trade with Caribbean countries, specifically Venezuela, while economic integration with the rest of the country remains low. Public debate has to consider these issues in order to assess a long term agenda that improves the standards of La Guajira.
