Evidencia Sobre Las Desinflaciones: Experiencia Internacional

Abstract

En el presente art�culo se analizan las pol�ticas desinflacionarias utilizadas para lograr el paso de inflaci�n moderada a inflaci�n de un d�gito en 9 pa�ses cuya estructura es semejante a la colombiana y cuyo �xito desinflacionario ha sido sostenible. Estos son : Chile, Bolivia, Grecia, Espa�a, Portugal, Irlanda, Israel, Nueva Zelandia e Islandia. Adem�s, para cada uno se utilizan dos criterios de an�lisis: se identifica un episodio desinflacionario (seg�n metodolog�a de Ball) y se selecciona un a�o de quiebre en la inflaci�n (seg�n definici�n de los autores); as�, se eval�a el comportamiento de pol�ticas econ�micas durante el episodio desinflacionario, y antes y despu�s del quiebre. Las pol�ticas evaluadas son : control monetario, contracci�n de los salarios reales, disminuci�n del d�ficit fiscal y revaluaci�n del tipo de cambio. Tambi�n se mide el costo de desinflar en t�rminos del crecimiento del producto. As� mismo, se rozan aspectos de desarrollo institucional importantes en el logro de inflaciones bajas. Se compara el caso colombiano con respecto a estas pol�ticas y se trata de responder porqu� Colombia no ha logrado un d�gito.
