Banca Central y Coordinaci�n Macroecon�mica: El Caso de Colombia

Abstract

En este trabajo discutimos los objetivos, organizaci�n e instrumentos del Banco de la Rep�blica, enfatizando c�mo estos factores afectan la toma de decisiones y la consistencia de las mismas. En vez de extrapolar mec�nicamente las experiencias de otros pa�ses, nuestro an�lisis apunta hacia la necesidad de mejorar los esquemas de coordinaci�n entre el Ministerio de Hacienda y el Banco, sin necesidad de tener que recurrir a nuevos cambios constitucionales. Si bien para el Banco el objetivo primordial es el control de la inflaci�n, su sostenibilidad depende de los equilibrios fiscales y externos. Dado que el Banco maneja tambi�n el sistema cambiario, resulta ineludible una buena coordinaci�n macroecon�mica con el gobierno. Ni el n�mero total de miembros en la Junta (siete), ni la participaci�n del Ministro de Hacienda en ella son obst�culos serios para poder mantener inflaciones de un d�gito, en un ambiente de crecimiento econ�mico sostenido.
