Bases para un fondo de compensación regional en Colombia

Abstract

Colombia registra grandes desigualdades en su territorio que se reflejanen los indicadores de desempeno económico y social de sus municipios ydepartamentos. Estas disparidades se mantienen a pesar de que losrecursos que invierte el país en los sectores sociales, principalmentesalud y educación, se han incrementado en los últimos anos y que ladescentralización de las últimas décadas ha significado un crecimientosignificativo de los recursos ejecutados por los gobiernos locales. Una delas alternativas de política que ayudaría a corregir la persistencia de lasinequidades regionales es un Fondo de Compensación Regional, quepermita canalizar recursos hacia las zonas rezagadas del país. Estedocumento presenta las bases de lo que sería este fondo, que seconvertiría en la herramienta necesaria para impulsar una equidad real yefectiva entre las regiones, otorgarles igualdad de oportunidades a loscolombianos sin importar su lugar de residencia, fomentar la solidaridadentre los ciudadanos y cumplir con los objetivos propuestos en las metasdel milenio y en el plan Visión Colombia 2019.
