Minería y desarrollo económico en el Cesar

Abstract

El Departamento del Cesar ha experimentado un cambio importante en su estructura económica en los últimos años. Como resultado de la explotación de los yacimientos de carbón en el centro del departamento, se ha dado un ascenso del sector minero en su economía. La minería pasó de representar el 8% del PIB en 1990 al 34% en 2004. Aunque la actividad minera posee eslabonamientos débiles con las otras actividades económicas, su desarrollo tiene efectos importantes en el crecimiento de la economía a través de la generación de divisas y como fuente de recursos fiscales. A nivel local, las regalías se convierten en la herramienta que permite articular la minería con el resto de la economía. La idea no es descartar un desarrollo basado en minería, sino resaltar la importancia de la correcta administración de los ingresos mineros por parte de los administradores locales. Una prioridad de la política pública cesarense debe ser el desarrollo de proyectos que generen otros activos en el departamento, para compensar la pérdida de los recursos no renovables involucrados en la explotación minera. Un punto fundamental de esta agenda deber ser el fortalecimiento del recurso humano del Cesar.
