¿Fuga interregional de cerebros? El caso colombiano

Abstract

En línea con la llamada geografía económica del capital humano, este documento analiza la localización de los Colombianos con posgrados en el exterior, utilizando información del programa de becas Colfuturo. Analizando la probabilidad de vivir y trabajar en Bogotá después del posgrado, se encuentra que las variables que más influyen en esta decisión son la edad, el tamaño de la población del municipio de nacimiento y el hecho de haber vivido en Bogotá anteriormente. Asimismo, se estima un modelo probit de la probabilidad de no retorno al país, y se encuentra que las personas solteras, quienes trabajaban antes del posgrado en el sector privado, quienes hicieron una práctica profesional al terminar el posgrado, los que hicieron programas más cortos (de un año o menos) y los que estudiaron en las áreas de ingeniería y administración tienen menos probabilidad de volver al país. Los resultados de este trabajo generan preguntas acerca de cuáles son los incentivos que deben ofrecer las regiones para atraer a las personas más calificadas.
