Estudio sobre servicios en los puertos (II): manipulación de mercancías y servicio al pasaje

Abstract

El sistema portuario tiene gran importancia para el transporte de mercancías y pasajeros nacional e internacional, con implicaciones sobre los consumidores y todos los sectores productivos. Este estudio examina la manipulación de mercancías y el servicio al pasaje en España a fin de identificar problemas de eficiencia y competencia y realizar recomendaciones de mejora. Se recomienda, primero, impulsar un marco institucional y normativo transparente, eficiente y procompetitivo, reforzar el cálculo de tarifas máximas y la transparencia, establecer incentivos a la eficiencia, actualizar los pliegos de prescripciones particulares y valorar crear un supervisor independiente. Segundo, para la manipulación de mercancías se recomienda facilitar el acceso a la profesión, fomentar la eficiencia en la puesta a disposición de trabajadores a través de un régimen basado en la contratación directa o vía ETT de trabajadores, impulsar la automatización, reforzar la eficiencia de los PIF y promover más competencia en materia de concesiones. Finalmente, se recomienda plantear orientaciones sobre los distintos modelos de explotación del servicio al pasaje.
