Implications of Alternative Moving Average Loan Rates

Abstract

Setting flexible loan rates on the basis of a "weighted moving average of past market prices allows loan rates to adjust to changes in market trends, yet provides a safety net to farmers. Choice of the particular weight used and the combination of target price and acreage control programs in effect are important to the operation of the rule.
