Abstract

Die Landesentwicklung in Bayern weist ein vielfältiges Instrumentarium zum Flächensparen auf. Die sogenannten weichen oder informellen Planungsinstrumente umfassen unter anderem innovative Kommunikationsmaßnahmen wie Podcasts oder Innenentwicklungsplattformen, Pop-up-Zwischennutzungen in Leerständen, Gutachten und konzeptionelle Förderungen. Das sogenannte harte, klassische Instrumentarium wie das Landesentwicklungsprogramm beinhaltet bereits seit den 1970er-Jahren Festlegungen zum Schutz von Grund und Boden, zum Flächensparen und Freiraumschutz. Der vorliegende Beitrag geht der Frage nach, woran es liegen könnte, dass dennoch keine Trendwende beim Flächensparen erreicht werden konnte. Es werden Kommunikationsstrukturen und Raumplanungsinstrumente analysiert. Im Ergebnis wird die Kommunikation als ein Schlüssel identifiziert. Anhand der Geovisualisierung werden Möglichkeiten aufgezeigt, wie seitens der Raumplanung die Flächensparthematik stärker in Szene gesetzt werden könnte.
