Abstract

Im Zuge der Debatte um die Begrenzung der Flächeninanspruchnahme und die "Flächensparoffensive" der Bayerischen Staatsregierung wurde vielfach Kritik an der Messung der Siedlungs- und Verkehrsflächenentwicklung auf Basis der amtlichen Flächenstatistik und deren Aussagekraft geübt. Dieser Beitrag nimmt dies als Ausgangspunkt für eine grundsätzliche Betrachtung des staatlichen Flächenmonitorings mit Schwerpunkt auf Bayern. Neben den Anwendungsmöglichkeiten und -limitationen der amtlichen Flächenstatistik werden zentrale Impulse formuliert, wie bestehende Datengrundlagen sicher und gewinnbringend verwendet werden und außerdem neue Methoden zur Anwendung kommen können. Als Anwendungsbeispiel für eine einfache inhaltliche Erweiterung unter Kombination von Flächen-, Bevölkerungs- und Wohngebäudestatistik wird eine Reihe von "Indikatoren zur Siedlungsentwicklung" auf Bayern angewandt.
