Abstract

Der Artikel betrachtet die Resilienz der grenzüberschreitenden Beziehungen Breisachs am Beispiel von zwei Projekten im Bereich der Verkehrsinfrastruktur und der Entwicklung eines Gewerbeparks. In einer vergleichenden Fallstudie (2018-2023) untersucht der Artikel - basierend auf Experteninterviews und einer Dokumentensichtung - die stagnierenden Planungen für den Wiederaufbau der Bahnlinie Colmar- Breisach(-Freiburg) sowie das Scheitern eines französisch-deutschen Gewerbe- und Innovationsparks zur Nachnutzung des ehemaligen Kernkraftwerks Fessenheim. Ziel ist, zu verdeutlichen, an welchen Herausforderungen grenzüberschreitende Projekte scheitern. Die Debatten zu Policy Failure und zu Planning Desasters bieten einen analytischen Rahmen, mit dem sich der Umgang mit den beiden Projekten in der Grenzstadt Breisach und somit die Krisenfestigkeit seiner grenzübergreifenden Zusammenarbeit herausarbeiten lässt.
