Abstract

This is not a conventional policy paper; it is a call for national mobilisation. The road map outlined here is an aggressive, optimistic framework designed to overcome institutional inertia by creating overwhelming strategic momentum. It recognises that in a generational technology race, speed and strategic alignment are the decisive factors. America’s victory will not come from emulating China’s top-down, state-controlled model but by supercharging our own unique strengths: a dynamic innovation ecosystem, the rule of law, and a powerful network of global allies. This paper provides a framework for aligned action across the US government to ensure that by 2030 our nation’s leadership in artificial intelligence is undisputed, securing a future defined by democratic values.
