The Challenges of Digitalization in the EU

Abstract

Digitalization impacts the economy and individuals by enhancing growth, jobs, efficiency, innovation, sustainability, inclusivity, education, safety, and resilience. However, significant challenges in service innovation and digital literacy require policy adjustments and informed managerial decisions. This study analyzes these challenges using data from the European Commission's Special Eurobarometer 551 on the Digital Decade, focusing on the EU27. Key findings indicate substantial disparities in digitalization, anchored in digital literacy and internet access, crucial for effective digital service use. Lower digital literacy rates in Portugal and Romania hinder full-service adoption. Affordability and availability of high-speed internet are critical barriers. The demand for human support and tailored services highlights the necessity for personalized assistance and training. Addressing these challenges requires improving digital literacy, ensuring affordable internet, and providing support systems to bridge the digital divide, fostering inclusive and equitable access to digital services across Europe.
