Abstract

In the majority of SubSaharan countries there are growing concerns about the inability of most electric utilities to deliver a reliable, affordable and widely available service at acceptable levels of financial and technical performance. This has mainly been attributed to poor performance, a low customer base, poor revenue collection, inadequate power pricing-levels and rigid state control. In order to reverse this negative trend most SubSaharan countries have embarked on the restructuring and privatization of the power sector.
