The International Debt Situation and North-South Relations

Abstract

Chapter 1 argued that little progress has been made on North-South issues because much of the debate and negotiations have been at a general level, ignoring particular interests. In order to make progress in identifying obstacles to reform in North-South relationships and in formulating proposals with more likelihood of success, it is necessary to examine the particular interests involved in each of the major issues, and how they would be affected by various reforms. Matching of interests and vision, which has been lacking in proposals for North-South reforms in recent years, is needed. This essay examines the debt crisis from this perspective.
