What is European integration for?

Abstract

The EU's heterogeneity and internal divides are not problems that can be 'fixed'- rather, they are conditions that the integration project has to live with. While by far the most prominent, the 'East-West' divide within the EU is not the only divergence that has hampered the EU's ability to function as an effective political actor. If it is to remain relevant in spite of its internal diversity, the EU must become comfortable with its internal, functional unbundling, instead of seeing itself as a project of state building. The bloc is neither a monolith nor a well-functioning federation, but it can be an effective, sui generis platform for decentralized, polycentric cooperation between member states abiding by thin set of common rules.
