Global climate change

Abstract

The relationship between climate change and pro-PEV policies is full of paradoxes. The EU is an international leader on climate policy but was slow in adopting pro-PEV policies. Europe did not enact strong pro-PEV policies (beyond increasing fuel taxes and France’s feebate system) until after the VW scandal erupted in 2015. Germany is pioneering a transition to renewable energy, in part to address climate obligations, but Germany was slow to enact meaningful pro-PEV policies. France has consistently supported both climate-mitigation policy and PEVs but experienced difficulty persuading the EU to move in this direction. Japan is deeply interested in climate mitigation but more committed to HEVs and FCVs than PEVs. Climate politics in the United States polarizes on partisan lines – both on the severity of the problem and the best measures to address it. Large swings in climate policy occurred from Clinton to Bush, Bush to Obama, and Obama to Trump. California re-engineered the rationale for its ZEV program, emphasizing climate change, but the new emphasis created greater legal vulnerability when the Trump administration announced plans to preempt California’s climate policies. China is now a global leader in PEV commercialization but did not come to this position due to concerns about global climate change. Insofar as climate mitigation is the primary or sole policy objective, HEVs merit significant deployment until low-carbon electricity becomes widespread.
