Salud para la inclusión y la transformación social

Abstract

Entre 2008 y 2016 en la región Caribe el promedio de defunciones no fetales fue aproximadamente el 17,6% del total nacional. Si bien el total de defunciones sigue algunas de las tendencias observadas en las principales regiones y departamentos del país, el ritmo de crecimiento en la región Caribe es mayor que el promedio nacional. Analizar la situación de la salud en la región implica, entonces, conocer la capacidad del sistema para cerrar las brechas en salud, así como la oferta existente para solucionar dichos inconvenientes. En el presente capítulo se busca caracterizar las brechas existentes en materia de salud desde el lado de la demanda y oferta, durante los últimos diez años, tomando como referencia las metas establecidas en el Plan Decenal de Salud. Este estudio encuentra que las principales circunstancias de morbimortalidad de la población en la región Caribe se asocian a condiciones que se pueden evitar con acciones de promoción y prevención. El análisis plantea una estrategia de intervención para cerrar brechas en salud, fundamentado en una gestión pública que se ocupe de la salud familiar, y una inversión para el período 2019-2030 que ascendería a USD 2.158 millones en la región Caribe. Esta intervención contempla las acciones integrales de promoción y prevención, y la contrucción-dotación y mantenimiento de unidades de prestación de servicios de salud por departamento. Este tipo de estrategias permitirá reducir las brechas entre grupos sociales por condiciones que se considerarían innecesarias e injustas.
