Das soziale Europa: Eine Studie über die Bedingungen und Möglichkeiten grüner Sozialpolitik in Europa

Abstract

Europa hat im historischen und weltweiten Vergleich ein hohes Maß an sozialer Sicherheit erreicht. Doch die Zumutungen der Globalisierung und die unterschiedlichen Wohlstandsniveaus provozieren immer wieder den Ruf nach einer europäischen Sozialpolitik. Bisher war Sozialpolitik in den meisten europäischen Ländern vorrangig auf Bestandssicherung und Insiderschutz ausgerichtet. Künftig wird es aber vor allem darauf ankommen, Strategien der sozialen und wirtschaftlichen Inklusion zu entwickeln, die den neuen Herausforderungen, Risiken und Problemlagen Rechnung tragen. Helmut Wiesenthal und Andrea Goymann beschreiben in ihrer Studie die relevanten Politikfelder und zeigen Optionen für eine Weiterentwicklung europäischer Sozialpolitik auf - unter besonderer Berücksichtigung der Positionen der grünen Parteien Europas. Bisher findet die Diskussion über die sozialpolitischen Leitbilder Europas nur in Fachkreisen, also weitgehend unbeachtet von der Öffentlichkeit statt. Die vorliegende Studie soll diesem Defizit abhelfen und eine breitere öffentliche Debatte über die Möglichkeiten und Grenzen europäischer Sozialpolitik anregen.
