Abstract

Die offizielle Beschäftigungsstatistik weist zwischen 2000 und 2003 einen Anstieg um 51.000 Personen aus. Dieser Zuwachs geht zu 90% auf die neuen Kindergeldregelungen zurück, nicht auf eine Verbesserung der Arbeitsmarktlage. Die verbleibende Zunahme erklärt sich daraus, dass Personen im Vorruhestand als Beschäftigte gezählt werden. Die Aktivbeschäftigung blieb zwischen 2000 und 2003 annähernd konstant. Allerdings verringerte sich die Zahl der Vollzeitbeschäftigten laut Mikrozensus um 61.000, die der Teilzeitbeschäftigten (12 bis 35 Wochenstunden) wurde um 65.000 erhöht. Umgerechnet auf Vollzeitäquivalente nahm die Nachfrage nach Arbeitskräften seit 2000 um fast 1% ab.
