Abstract

Es klingt verlockend: Die EU-Kommission will Wegbereiterin einer „wertebasierten Digitalpolitik“ sein. Diese soll eine globale Alternative zum US-amerikanischen Techno-Libertarismus und dem digitalen Autoritarismus Chinas schaffen. Das Forschungsprojekt „Balancing Acts“ hat die Strategie der Europäischen Union genauer untersucht und stellt kritische Fragen, vor allem zum Verhältnis von normativen Ansprüchen und geopolitischem Wettbewerb.
