Die Baulandausweisungsumlage als flächenpolitisches Steuerinstrument

Abstract

Um in Deutschland den Übergang zu einer nachhaltigen Flächennutzungspolitik zu erreichen, ist eine Begrenzung des „Flächenverbrauchs“ notwendig. Eine „Baulandausweisungsumlage“, die von den Kommunen an den Bund bzw. die Länder zu zahlen wäre, würde die Ausweisung von Wohn- und Gewerbegebieten für die Kommunen verteuern. Lässt sich dadurch das Siedlungsflächenwachstum begrenzen? Wie könnte eine solche Baulandausweisungsumlage technisch gestaltet werden?
