US-Sozialpolitik in Zeiten der Krise

Abstract

Im Gefolge der Finanzmarkt- und Wirtschaftskrise hat sich in den USA die Arbeitsmarktlage in einem Ausmaß verschlechtert, das im amerikanischen Sozialsystem wegen der stärkeren Eigenverantwortung nicht vorgesehen ist. Um die krisenbedingten Einkommenslücken zu verringern, hat der Kongress im Februar 2009 den American Recovery and Reinvestment Act verabschiedet. Dieser enthält neben konjunkturstützenden Maßnahmen eine Vielzahl von befristeten sozialpolitischen Hilfen. Etwa 40 Prozent der 787 Milliarden US-Dollar fließen nach offiziellen Angaben in Entlastungen für Arbeitnehmer, Arbeitslose und Familien. Dabei werden in hohem Maß die mittleren Einkommensklassen begünstigt.
