Industrielle Arbeitskosten im internationalen Vergleich

Abstract

Die Arbeitskosten im Verarbeitenden Gewerbe Westdeutschlands betrugen 1999 mehr als 49 DM je Stunde. Damit lag es im internationalen Vergleich um 39 Prozent über dem Durchschnitt der Konkurrenzländer. Allerdings ist der westdeutsche Kostennachteil seit 1996 um 15 Prozentpunkte kleiner geworden. Entlastend wirkten die Abwertung der D-Mark gegenüber dem Dollar und der - verglichen mit früher - verminderte heimische Kostendruck. In Ostdeutschland kostete 1999 eine Arbeitsstunde gut 31 DM. Damit wurden Größenordnungen erreicht, wie sie in Großbritannien, Italien oder Frankreich gemessen wurden. Am aktuellen Rand ist jedoch der ostdeutsche Kostenanstieg merklich abgeflacht. Im vergangenen Jahr stiegen die Arbeitskosten in der ostdeutschen Industrie nur noch unwesentlich stärker an als in der westdeutschen. In allen beobachteten Industrieländern sind die Lohnzusatzkosten seit 1980 rascher angestiegen als die Löhne. In Westdeutschland stieg die Zusatzkostenquote seitdem von 75 auf 82 Prozent an. Es gibt zwar Länder mit höheren Quoten, doch absolut trägt Westdeutschland mit 22,12 DM die höchste Zusatzkostenlast.
