EU-Investitionsförderung für kleine und mittlere Unternehmen in Südeuropa: empfehlenswert?

Abstract

Kleine und mittlere Unternehmen in den südeuropäischen EU-Ländern haben oft nur begrenzten Zugang zu Krediten. Der Präsident des Europäischen Parlaments, Martin Schulz, möchte diese Unternehmen fördern, um die Arbeitslosigkeit zu verringern. Auch der neue Präsident der EUKommission, Jean-Claude Juncker, hat sich bereits in ähnlicher Weise geäußert. Die Autoren argumentieren, dass die einzelbetriebliche Investitionsförderung nicht an den Ursachen der hohen Arbeitslosigkeit ansetzt, schwierig zu steuern ist und deshalb große Effizienzprobleme aufweist.
