Abstract

From its postwar ruins, the Japanese economy has developed to the stage where decisions taken in Japan on economic matters have a major policy implications for the global economy. This is particularly true of Japanese foreign investment decisions. It is also true, but perhaps to a lesser degree, of Japanese government policies for the agricultural sector. Between 1986 and 1989, US$170 billion flowed out of Japan as direct foreign investments. Also over this period, Japan began to introduce changes to a number of important agricultural industries. Both of these developments will affect income levels and resource allocation decisions within Japan and also within the broader international economy.
