Budgetpolitische Ansatzpunkte zur Kompensation der Inflation

Abstract

Vor dem Hintergrund der Beschleunigung der Inflation auch in Österreich stehen derzeit eine Reihe von budgetpolitischen Maßnahmen zur Inflationsbekämpfung zur Diskussion. Die Budgetpolitik kann keinen Beitrag zur Beseitigung der Inflationsursachen leisten, sondern grundsätzlich nur versuchen, deren Verteilungseffekte zu kompensieren. Zur Verfügung stehen einnahmenseitige Maßnahmen (Variation von Steuern, Sozialversicherungsbeiträgen oder Gebühren) und ausgabenseitige Maßnahmen (Transfers sowie Bereitstellung öffentlicher Leistungen, die als Substitutionsgüter für besonders von der Teuerung betroffene Güter dienen können). Sie binden teilweise erhebliche Budgetmittel, können aber nur die Symptome des Preisauftriebs mildern. Wesentlich effizienter ist deshalb eine Wirtschaftspolitik, die an den Entstehungsgründen der Inflation ansetzt.
