Der neue Finanzausgleich 2008 bis 2013: Grundsätzliche Reform wieder verschoben

Abstract

Das Finanzausgleichsgesetz 2008 bewirkt keine grundlegende Reform des bestehenden Finanzausgleichssystems. Die seit langem kritisierten Defizite werden zum großen Teil nicht beseitigt. So bleibt die subnationale Abgabenautonomie gering. Allerdings wird die Einnahmenautonomie der Länder dadurch etwas ausgeweitet, dass die wesentlichen Bundestransfers in größtenteils nicht zweckgebundene Ertragsanteile umgewandelt werden. Der abgestufte Bevölkerungsschlüssel wird neuerlich zugunsten der kleineren Gemeinden abgeflacht. Die Finanzausstattung der Länder wird in einigen Bereichen verbessert (Landeslehrpersonal, Kinderbetreuung, Spitalsfinanzierung), und für die Bereiche Mindestsicherung und 24-Stunden-Pflege wurden Finanzierungsvereinbarungen getroffen. Gleichzeitig mit dem FAG 2008 wurde ein ebenfalls auf sechs Jahre befristeter neuer innerösterreichischer Stabilitätspakt verabschiedet.
