Échanges Commerciaux Nord-Sud Et Croissance Économique : Leçons Issues De Vingt Années De Rapports Commerciaux Euro-Méditerranéens Et Inter-Américains

Abstract

La présente contribution envisage les expériences de commerce intra- branche euro-méditerranéen et interaméricain des vingt dernières années. Elle montre que les relations entre commerce et PIB sont principalement gouvernées par les déterminants endogènes de la croissance, notamment les types de spécialisation et la profondeur historique d'expériences nationales d'industrialisation. Si des pays en développement ont pu accéder récemment à l'échange de "produits similaires", le fait s'explique davantage par les stratégies de croissance internationale et la mondialisation des réseaux d'appro-visionnement et de sous-traitance des firmes multinationales que par les vertus propres d'une prétendue division du travail entre les nations. De la sorte, les gains liés à l'instauration du libre-échange entre zones d'inégal développement restent un objet entier de débat. Si l'existence de "coûts liés à la non ouverture" paraît, depuis longtemps, mettre en accord les économistes, l'existence de gains liés à l'ouverture semble, dans la perspective des tiers nations, encore appeler des travaux plus approfondis et plus systématiques
