Abstract

Zusammenfassung Der Koalitionsvertrag beinhaltet hinsichtlich der digitalen Infrastrukturen viele Forderungen, die seit längerem von Praktiker:innen in den Ländern und Kommunen erhoben werden. So bekennen sich die Regierungsparteien erstmals zu einem Glasfaserinfrastrukturziel. Damit setzt der Bund um, was Länder wie Schleswig-Holstein und Thüringen schon länger erkannt haben: Die Grundlage einer zukunftsfähigen digitalen Infrastruktur ist ein flächendeckendes Glasfasernetz bis in die Gebäude bzw. Wohnungen (FTTB/FTTH). Bei der Breitbandförderung möchte die Regierung dabei verstärkt auf das Betreibermodell als ordnungspolitisch sinnvolle Alternative zur bisher vorherrschenden Subventionspraxis setzen. Doch Verbände und Unternehmen versuchen dies durch geschickten Lobbyismus zu verhindern.
