Подходы К Формированию Реестра Полномочий Федеральных Органов Исполнительной Власти

Abstract

Задача повышения эффективности государственного управления не утрачивает актуальности на протяжении последнего десятилетия ни в научном дискурсе, ни в текущей управленческой практике. При этом достаточно часто в качестве инструмента решения данной задачи называют формализованное исчерпывающее описание деятельности органов государственной власти. Целью настоящей статьи является разработка концепции автоматизированного Реестра полномочий федеральных органов исполнительной власти как способа описания деятельности государственных органов. Принципиально новым подходом является рассмотрение структуры, принципов функционирования, места среди связанных по функционалу федеральных государственных информационных систем Реестра полномочий федеральных органов исполнительной власти - Реестр полномочий ФОИВ, или Реестр) как автоматизированной информационной системы, используемой всеми ФОИВ. Исходя из положения о том, что внедрение Реестра полномочий ФОИВ позволит осуществить переход на новый порядок обеспечения ресурсами деятельности государственных органов, связав полномочия органов власти с общими расходами на их обеспечение, авторы показывают преимущества данного подхода.В настоящей статье представлена концепция нормативно-правового регулирования Реестра полномочий ФОИВ (внесение изменений в Указ Президента от 9 марта 2004 г. N 314 "О системе и структуре федеральных органов исполнительной власти") и его актуализации. Делается предложение о ведении Реестра в формате государственной информационной системы (ГИС), конкретизируются его связи с другими ГИС. Приводятся возможные атрибуты Реестра. Проек-тируется механизм установления посредством Реестра связи между полномочиями ведомств и процессом обеспечения федеральных ведомств финансовыми и кадровыми ресурсами (в том числе указываются необходимые изменения в бюджетном процессе).
